Timeline
- July 4, 2025: "Big Beautiful Bill" passed, cutting $187 million from SNAP over the next 10 years.
- October 1, 2025: US federal government shuts down.
- October 10, 2025: State SNAP agencies receive a letter from the USDA stating that “if the current lapse in appropriations continues, there will be insufficient funds to pay full November SNAP benefits for approximately 42 million individuals across the Nation". In the same letter, the USDA also claimed it was looking into a contingency plan.
- October 24, 2025: State SNAP agencies make a request for more information regarding the USDA's contingency plan for SNAP benefits. They receive no response from USDA.
- October 28, 2025: 25 states file a lawsuit against USDA over its decision to end SNAP in November.
- October 31, 2025:
- US District Court Judge John McConnell (Rhode Island) ordered the POTUS47 administration to fully fund SNAP benefits using emergency funds by November 7, 2025. In addition to a $5.5 billion SNAP contingency fund, McConnell directed the USDA to use a $4 billion fund established by Section 32 of the Agricultural Adjustment Act of 1935.
- A separate lawsuit and ruling from US District Court Judge Indira Talwani (Massachusetts) gave the POTUS47 administration until Monday, November 3, to report back to the court with their plan for partially funding SNAP.
- November 1, 2025: SNAP benefits expire.
- November 4, 2025:
- In a Truth Social post, POTUS47 claimed SNAP benefits would not go out until the government reopens. Press Secretary Karoline Leavitt later refuted POTUS' claim, saying the White House was "fully complying" with both court orders.
- USDA releases follow-up guidance to its October 10 and 24 letters: "Due to the limited availability of Federal funding and orders from two Federal courts, the Food and Nutrition Service (FNS) is reducing SNAP maximum allotments to 50 percent of the eligible household’s current allotment for November 2025."
- November 7, 2025:
- In a memo on Friday morning, Patrick Penn, deputy undersecretary of the Food, Nutrition, and Consumer Services, told states the USDA “will complete the processes necessary” to issue full SNAP benefits.
- Later that day, the US Department of Justice appealed Judge McConnell's order through the 1st Circuit Court of Appeals.
- That night, Supreme Court Judge Ketanji Brown Jackson blocked Judge McConnell's ruling while the appeal is in process, temporarily allowing the POTUS47 administration to continue withholding the $4 billion Section 32 funds for SNAP benefits. This administrative stay will expire 48 hours after the appeals court rules on the DOJ's case.
